I find all this quite confusing. Are the forums we’re using here available only on hosted xwiki.com versions of xwiki? I’m curious as to what features (that I can see) on the xwiki.org site is non-free/custom. Is that info available? Thanks.

This forum is a Discourse instance. It has no relationship with XWiki.
I think you’re confusing tools used to develop XWiki with XWiki itself for some reasons. For example the xwiki dev team uses JIRA too (https://jira.xwiki.org). But that’s also not XWiki, obviously…
To answer your question, XWiki, as developed by the XWiki.org community is open source and free.
